It is used to describe a graduate editing your Word file, and it is used to describe a team that runs your entire pursuit from capture through portal submission. Those two things cost different amounts and produce very different outcomes, so the first job is agreeing which one is on the table.

What proposal support actually covers

At its fullest, proposal support is the work of turning a solicitation into a responsive, competitive, on-time submission. That breaks into five activities:

Solicitation analysis. Reading Sections L and M against Section C, and surfacing the instructions that will disqualify you if missed.

Compliance management. Building the matrix that traces every requirement to a location in your response, then holding the response to it.

Strategy. Win themes, discriminators, and a case the evaluator can actually score you well on.

Writing. Technical, management, staffing, and past-performance volumes.

Production and review. Colour-team reviews, recovery, final QC, and getting the thing into the portal before it closes.

A provider offering only the fourth item is a writing service. That is a legitimate thing to buy — but do not expect it to change your win rate.

The four service shapes

1. Full pursuit management

The provider owns the schedule, the compliance matrix, and the review gates. You supply subject-matter experts and decisions. This is the most expensive option and the only one that reliably changes outcomes on a pursuit you were otherwise going to lose.

2. Surge writing

Named writers drop into your existing process to draft specific volumes. Useful when your process is sound and your capacity is not. It does not fix a bad outline, because the outline was set before they arrived.

3. Independent review

An outside red team scores your draft against Section M the way the agency will. The cheapest genuinely valuable intervention available — but only if you leave time to act on the findings. A red team three days before submission is theatre.

4. Capture support

Work that happens before the RFP drops: customer intelligence, competitive assessment, teaming, and positioning. This is where win probability is actually determined, and it is the service contractors most consistently skip.

What a real process looks like

On a standard 30-day response window, a disciplined pursuit looks roughly like this:

Days 1–3. Solicitation analysis, compliance matrix, annotated outline, and a confirmed bid/no-bid decision.

Days 4–7. Win themes and discriminators agreed; teaming and key personnel decided.

Days 8–18. Volumes drafted. Pink team at roughly 60% maturity.

Days 19–25. Red team scored against Section M, then recovery.

Days 26–27. Final QC and submission, with buffer before close.

Notice that writing occupies less than half the calendar. If a provider’s plan is mostly writing, the reviews are going to get compressed — and the reviews are where the score improves.

When to bring help in

The honest answer is earlier than most contractors do. By the time an RFP drops, the customer’s requirements have usually been shaped by conversations that happened months earlier. Support engaged at RFP drop can make you compliant and competitive within the constraints you already have. Support engaged during capture can change the constraints.

That said, late is better than never on two specific things: an independent compliance check, and a scored red team. Both are worth doing even with a week left.

How to evaluate a provider

Ask them to describe their compliance matrix. If the answer is vague, they don’t run one.

Ask whether they will give you a bid/no-bid opinion. A provider who bids everything you bring them is selling pages.

Ask what their review gates are and who scores them.

Ask what happens if the schedule slips — specifically, what gets cut.

Ask for their methodology by name. Shipley and APMP are the two frameworks with actual definitions behind them.

The last point matters more than it sounds. A named methodology means the quality of your proposal does not depend on which individual happened to be free that week.

Written by the CyberX Gov Solutions team.
