Ask which of the losses were predictable at the outset, and the conversation gets quieter still.

The arithmetic nobody runs

A federal proposal consumes real money: the proposal team’s time, subject-matter experts pulled off billable work, pricing effort, and executive attention. Call it a meaningful five-figure sum on a mid-sized pursuit before anyone external is paid.

Now consider a company running twelve pursuits a year at a 15% win rate. The same company running six carefully chosen pursuits at 35% wins slightly more work while spending roughly half as much to get it — and the six they skipped free up the capacity that made the 35% possible.

The real cost of a bad bid is never the money. It is the good bid you under-resourced because your best people were busy.

Why teams bid anyway

Pipeline anxiety. An empty pipeline feels worse than a losing one.

Sunk-cost momentum. Someone already spent two days on it.

Optimism about incumbency. “They must be unhappy with the incumbent.” Usually they are not.

No agreed criteria. Without written rules, the loudest advocate wins, and the loudest advocate is rarely the person who has to write the thing.

A workable framework

Score each opportunity against a small number of factors. Five or six is plenty; more becomes an exercise in its own right.

Can we perform it? Do we hold the past performance, certifications, and clearances required — today, not aspirationally?

Do we know the customer? Have we shaped anything, or are we reading the requirement for the first time in the RFP?

Is there an incumbent, and how entrenched?

Can we staff it? Specifically: can we name key personnel now, and staff the ramp after award?

Can we price it competitively and still make margin?

Does winning it move our strategy forward, or is it just revenue?

Weight them to your business, set a threshold, and — critically — agree the threshold before you are looking at a specific opportunity you already want.

Running the gate

Decide early. The gate is worth least on day fifteen of a thirty-day window.

Put someone in the room whose job is to argue against. Rotate it. It is a role, not a personality.

Write the decision down with the reasoning.

Revisit at amendment. A significant amendment can change the answer, in either direction.

Review annually. Compare your no-bids against who actually won and at what price. That is how the criteria get calibrated.

Making no-bid survivable

The framework only works if declining is culturally acceptable. In many organisations it is not: the business development team is measured on submissions, so the incentive points at volume regardless of quality.

If you measure submissions, you will get submissions. Measure win rate and cost per win, and treat a well-argued no-bid as a good outcome — because capacity preserved is capacity available for the pursuit that was worth winning.

Key takeaways Ask a contractor how many pursuits they ran last year and how many they won, and the ratio […]

[7

post-2371","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-proposal-strategy
["GET
